DepEd Mandates
The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.
The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education. It supervises all elementary and secondary education institutions, including alternative learning systems, both public and private; and provides for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development.
BRIEF HISTORY OF THE SCHOOL
Sta. Lutgarda High SchoolNew Poblacion, Cabusao, Camarines Sur,Philippines, 4406
It was during the school year 1977-1978 when Sta. Lutgarda Barangay High School was formally opened by virtue of the provision of R.A 6054. The sponsoring barangay in its opening was actually Sta. Lutgarda under the leadership of Brgy. Captain Fidel Griarte. Ironically, SLBHS was located at Barangay Sta. Cruz in Sta. Cruz Elementary School. Though the initiative of the Parent Teachers Association, classroom were built out of nipa and bamboos.The school started its operation with year levels the first year and second year. There were 135 first year and 50 second year enrollees, atotal of 285 students. Intrepid and zealous teachers patiently taught these students. Miss Edith Rull handled the first year R while Miss Herminia Morillo the first year M. The second year was taken care of by Miss Soledad Delfin. At first, there were six subject teachers, one high school teacher, Mr. Salvador Vibar and five elementary teachers namely, Mrs. Salvacion de la Cruz, Mrs. Raquel Paglinawan, Mrs. Fresnita de la Cruz, Miss Edita Guiruela and Mrs. Imelda Alcomendes-Pantino. These mentors were under the supervision of the first designated pioneer Assistant Principal, Mr. Charles C. de la Cruz.
The teacher’s salary then was P386.00 monthly which was taken from the P12.00 tuition fees of each student. The honorarium of the subject teachers was P30.00 per month while the principal received P40.00 per month.
As a neophyte school, Sta. Lutgarda Barangay High School was under Calabanga High School, its mother school. Additional year levels, third year and fourth year, were approved in the school year 1978-1979. The first graduating class was under the guidance of Mrs. Soccoro M. Palino. It was the school year 1979-1980 where the first graduation was held. Mr. Felipe Barcelon, Regional Personnel Officer III of Region V and Mr. German Zagada then Public School District Supervisor of Cabusao were the first guest speakers.
In school year 1981-1982, SLBHS temporarily transferred to Barangay Sta. Lutgarda where residential house of Tomas Babida Sr., Orlando Orlanda, warehouse of Romarico Demesa, barangay hall and barangay chapel served as the classrooms of six classes.
The rooms were far apart from each other. Considering the interval per subject, the teachers found difficulty in transferring from one section to another, so the principal patiently and diligently fetch the teachers from one section to another one at a time using his motorcycle. Then the next school year 1982-1983, SLBHS had been back again to its residence at Sta. Cruz Elementary School.
Two-school year after graduation, the school transferred from Sta. Cruz Elementary School to Cabusao Central School when Assistant Principal Mr. Charles de la Cruz was appointed as Central Principal. Elementary shop building and four rooms Marcos buildi8ng occupied. However, the rooms were insufficient to accommodate the growing population, thus the PTA constructed three nipa PTA buildings to accommodate nine classes. Since the school was a squatter at Cabusao Central School, Mr. Charles de la Cruz worked out for a school site. A parcel of and of the government and three-room building that actually intended for elementary was used permanent building for high school. Fund raising campaign was done to concrete the school fence.
School year 1988-1989 exactly twelve years of the SLBHS existence, Assistant Principal de la Cruz left the stewardship of the school to Mrs. Eva A. Roldan as Teacher –In-Charge. He turned over fourteen competent teachers, more or less 600 students, a school site of its own located at New Poblacion, Cabusao, Camarines Sur. Mrs. Eva A. Roldan, the Teacher-In-Charge of Sta. Lutgarda High School from 1989-1994, developed the physical facilities of the school from one building with three classrooms to eight classrooms. She had been one of the initiators of the additional school site, which was just a parcel of the land donated by the local government. She left the school by July 1994 and was promoted as principal of Sta. Cruz High School, Canaman, Camarines Sur. In her term, she was fully supported by her faculty thus Sta. Lutgarda has achieved much in academic activities and non-academic activities both in the sectoral level, division level and even regional level.
Mr. Ernesto Navera assumed his office as principal of Sta. Lutgarda High School on July 1994. The school showed its progress in terms of enrolment. That time the school has a total of 781 enrolments with 13 sections. The students are under the guidance and supervision of 21 effective and efficient teachers.
The administrator of Sta. Lutgarda High School , the faculty, the parents and the support sectors work hand in hand to improve more the quality of education that would cater the needs of the youth specifically in this community.
By the end of 2003, there was a change in the assignment of principals. Mr. Ernesto C. Navera was transferred to Veneracion High School, Pamplona, Camarines Sur. Dr. Salvacion E. Largo took her post as the new principal of SLHS. In her stay in the school, she was able to realize the projects planned previously. School years 2004-2005-2005-2006 marked another milestone for Sta. Lutgarda High School. Cong. Rolando Andaya Jr. donated three classroom building, fencing around the school site, school’s Guard House and establishing New Science Oriented Curriculum as part of the school’s innovation and development. There are additional donation received from Gov. Villafuerte’s one classroom, from Filipino-Chinese’ two classrooms, ceiling fans & fluorescent lights from Hon. Mayor Norberto U. Genova, concrete fence & guard house from the PTA and many other school facilities.
Dr. Largo was replaced by Mrs. Marlene V. Primavera, who was previously the school head of Villamayor High School in Minalabac, Cam. Sur.
